This is a three-day, top management development program tailored
specifically to Native American businesses, combining the best features
of a strategic planning retreat, a customized executive development
program, and coaching by subject-matter experts. The retreat will be
lead by Leonard Greenhalgh, PhD, Professor of Management and Director of
Native American Business Programs at the Tuck School of Business at
Dartmouth. This program will assist tribal and individual Indian
business owners in developing and improving business management skills;
maintaining accounting records; assessing performance; creating a
high-performing business enterprise; and expanding existing operations.
Participants will learn about implementing company strategy, aligning
operations to create customer value, operations strategy, analyzing and
refining key business processes, prioritizing process improvements, and
effective management techniques. Program is free but registration is

The National Council for Economic Education (NCEE) will be holding its
annual conference in Biloxi, MS on October 8-11. Rich Sgarlotti from
the Hannahville Indian School will be conducting a workshop about his
school's project called "Monopoly on the Rez." Please spread the word
about this fantastic financial education tool for Native communities.
The workshop description and more information about the conference
appear below. Also, an article about "Monopoly on the Rez" which ran in
the National Indian Education Association news magazine earlier this

E-124 - Monopoly on the Rez -- Friday Session E 10:30-11:20, October 10,

This session describes how Native American youth can create their own
Monopoly on the Rez game to learn. A group of enterprising freshman
students in an American history class at the Hannahville Indian School
on the Potawatomi reservation in the Upper Peninsula of Michigan were
instrumental in the development of a remarkable teaching tool: a board
game known as Monopoly on the Rez. This session will explain how the
game will help young people understand money management, economics,
entrepreneurship, and financial planning, and how it can be adapted to
any community.

OCC Focuses on the Small Business
Administration's 7(a) Loan Guarantee Program
WASHINGTON - The Office of the Comptroller of the Currency (OCC) today published a Community Developments Insights report which looks at bank participation in the SBA's 7(a) Loan Guarantee Program. By reducing lender risk, this $17.5-billion-a-year initiative helps banks supply credit to small enterprises nationwide. The report highlights how banks can use the 7(a) program to develop new business, mitigate risk, and help meet their Community Reinvestment Act goals.
"The SBA 7(a) Loan Program offers time-tested products that help small businesses secure the necessary credit they need to develop and expand, while minimizing bank risk," said Comptroller of the Currency John C. Dugan. "Ensuring that small businesses have the financial capital to grow is one of the keys to facilitating innovation and employment opportunities within the U.S economy." The SBA's Director of the Office of Financial Assistance, Grady B. Hedgespeth, added, "The 7(a) Loan Program is an important financial tool that can simultaneously assist the banking industry and the small business community."
This Insights report highlights the potential benefits and risks posed to lenders by the SBA 7(a) Loan Program, describes the program's regulatory requirements, and outlines how lenders can receive SBA approval to offer 7(a) loans.

Washington, D.C. - The U.S. Department of the Treasury's Community
Development Financial Institutions (CDFI) Fund today released its fiscal
year 2009 Notice of Funds Availability (NOFA) for the Native American
CDFI Assistance (NACA) Program. This annual funding notice provides up
to $8 million in appropriated funds, subject to final appropriations, in
the form of financial assistance awards and technical assistance awards
to CDFIs and entities proposing to become or create CDFIs that primarily
serve Native American, Alaskan Native or Native Hawaiian communities.
To make this funding opportunity available to the public as soon as
possible, the CDFI Fund is posting the NOFA electronically on the
Grants.Gov website (www.grants.gov) in advance
of the Federal Register publication on Wednesday, October 1, 2008.
Potential applicants are strongly encouraged to read this funding notice
thoroughly. Additional guidance can be found on the Native Initiative
web page

"Native CDFIs are on the front lines of providing vital financial
products and services, creating needed jobs and helping foster economic
growth in our nation's Native communities," said CDFI Fund Director
Donna J. Gambrell. "With the opening of the fiscal year 2009 round of
our NACA Program, the CDFI Fund is making available critically needed
capital that will help these community-based lenders grow and do more
for the communities they serve. I am also pleased that we are opening
the 2009 round earlier this year which will provide applicants an
additional month to prepare their application over last year."
